Device 'VTL1' not found

I have installed VTL free version. While creating new VTL via script, it fails with error - Device 'VTL1' not found
What could be the reason/solution?

this is from default powershell script that was installed. (unable to attach)

It's missing the VTL.
Try creating the tape library first with CreateVirtualTapeLibrary and run AddVirtualTape afterward.
