Could not discovery on Windows server 2012

I have some problem when I tried to connect our server to target device (MSL HP / Tape library),
some error on event viewer identified that client could not communicate to the target.
Event viewer :
EventID : 7
Desc : The initiator could not send an iSCSI PDU. Error status is given in the dump data.
EventID : 113
Desc : iSCSI discovery via sendTargets failed 0xefff0012 to target portal * 10.252.9.56 0003260 Root\SCSIADAPTER\0000_0
EventID : 43
Desc : Target failed to respond in time for a login request
Host Server : Windows Server 2012 STD with Hyper-V 3 installed
Guest Server : Windows Server 2003 Ent R2 X64
We have to connect Windows Server 2003 to Tape Library with FC Connection, does StarWind have any solution for Virtual FC Connection.
