I was wondering if it is possible to browse and therein pull vms from within an starwind img file?

ie i create a vm datastore , have images on it, later detach that device and only have the img file remaining

Yes. It's basically a raw file system so any block device on Windows or raw file system mounter within UNIX can do it.
