Using the non-HA asynchronous replication, if the iscsi mirrored target is created on SAN 1 is presented to an esxi host. If SAN 1 is the active mirror and the primary initiator of the mirror shouldn't the passive mirror be able to go offline without affecting the LUN's availability?

No. There's always a delay represeted in async replication (that's why it's ASYNC and not SYNC). For your scenario stick with synchronous mirroring aka HA config.
