New Server Config: LUN's

I have a new Starwind iSCSI cluster that I am ready to start load testing prior to placing it into production. Here is my config and intent.

Two servers completely identical to one another.
Will be a two node Active-Active HA cluster
Each server has 23TB of drive space after RAID configuration.
Will store estimated 23 Hyper-V virtual server HD's

So when I create my HA drive(s) on the cluster do I create one large LUN or do I create separate LUN's for each of my virtual servers? What is the best practice for my setup in regards to performance and high availability?

You absolutely need to have one virtual LUN being created from all the possible physical spindles combined as in the other case you'll lose IOPS.
So one LUN, CSV hosted on top of it and your VMs with a THICK-provisioned VHD(x) on CSV.
