Replication wizard Failed

Hi ,
im trying to create HA STORAGE part .
ive preformed all the steps :
add device (advanced) .
select Hard Disk and then select Virtual Disk with 5 GB as Thick Provisioned .
caching policy : Write-Back.
Created Target name as Witness.
choose Allow multiple concurrent ISCSI Connections .
then i always encountered error when im trying to choose the device that ive created and select Replication manager.
i choosed Synchronous two-way replication and when im trying to add me second node im receiving the attached error .
HA (High Availability) is not licensed on Partner server .
please help me to solve it
