FEATURE REQUEST: Email Throttling

Hi,
A feature that would be really helpful would be the ability to limit the number of alert emails that get generated per second.. Recently, I've been getting killed with latency emails and I don't want to flat out turn off warnings as there is usually important information in there that I want to see.
